I. PROJECT:            PHILIPPINE SPECIALIST E-TRAINING PROGRAM

II. BACKGROUND

The U.S.A. is the Philippines’ third most significant source market with a total of 1,064,440 tourist arrivals in 2019 representing, but with a growth rate of only 2.9 percent as compared to the previous year. Intending to increase the Philippine market share in the U.S. and as the world continues to navigate in the COVID-19 Pandemic, the Philippine Department of Tourism (PDOT) in the U.S. will be conducting a Philippine Specialist E-Training Program to heighten the product awareness among the travel trade about Philippine Tourism products and destinations. The training will help US-based travel agents and tour operators learn and retain information in a fun and interactive ways. The course will be an opportunity to instill travel confidence in the Philippines as markets and destinations rebound from an expected end to the COVID crisis. Course content will incorporate information on measures undertaken in response to the crisis and rehabilitation efforts undertaken in the different tourism destinations.

The Philippine specialist program will become an institutionalized project among the PDOT offices in the U.S. to increase product awareness and strengthen partnership with the travel trade by empowering them to sell and market the Philippines to their respective clients, will eventually translate to increase tourist arrivals from the U.S.

III. PURPOSE / OBJECTIVES

The Department of Tourism San Francisco (PDOT San Francisco) needs a US-based company that engages in developing and executing a Philippine e-learning platform for U.S. travel agents and tour operators. PDOT San Francisco aims to attain the following objectives:

  1. To promote the Philippines as a preferred brand for at least 5,000 US travel agents and tour operators.
  2. To develop a qualified Philippine tourism sales force in the U.S. 

  3. To strengthen partnerships with the travel trade while navigating in the COVID-19 crisis.
  4. To rebuild the trust and confidence of the market through the agents. 

  5. To increase visitor arrivals to the Philippines from the U

IV. MINIMUM REQUIREMENTS FOR A SUPPLIER

  1. Must be a US-based company, a duly registered business in the U.S.;
  • Must have extensive experience (minimum of 5-year experience) in the business of providing services for the development and execution of an e-learning platform for U.S. travel agents and tour operators.
  • Must have done a similar project of developing and executing an e-learning platform for U.S. travel agents and tour operators with at least three National Tourism Organizations and ten travel companies.
  • Must have extensive experience (minimum of 5-year experience) in driving sales education and activation of destination marketing through SaaS or Software as a Service and the ability to integrate data in the CRM or Customer Resource Management platform.
  • Must have an audience reach or an industry database of at least 75,000 travel agents or travel advisors.
  • Preferably with experience in handling the North American market.

V. SCOPE OF WORK/DELIVERABLES

The supplier will build a customized e-training platform for the Philippines to engage and educate agents in a best-in-class portal that exhibited the destination’s uniqueness. The services will include site design, course creation, hosting, marketing, reporting, and customer support, among others. Specifically, the following would scope work:

VI.        OWNERSHIP

            PDOT San Francisco will have full ownership of the e-Training portal content, and PDOT San Francisco can host it on its website – www.philippinetourismusa.com and www.itsmorefuninthephilippines.ca.

VI. BUDGET

            The total estimated budget is US$50,000.00 for 12 months.

Note:

However, the winning RFQ shall be based on the proposal with the most advantageous financial package cost, provided that the amount of bid does not exceed the above total budget.

VIII.      PAYMENT PROCEDURE

The payment process shall be initiated upon certification by the end-user of satisfactory completion of services and issuance of billing statements by the supplier. Should the end-user get sponsorships, the billing statement should reflect only the actual expenses incurred.
